WikiLeaks represents the world's first 'information war.' This essay examines WikiLeaks as a cultural phenomenon. WikiLeaks constitutes a culture of 'porosity' that contests and overturns the culture – often state-sponsored – of secrecy, a culture of truth-telling, and of hacking. They contribute to the making of witnessing publics which enables the re-making of new public spaces and therefore offer new prospects for democracy.
